my remote computer is xp home edition and my other remote computer is vista.
the computer that i am on is windows xp home edition also.

every time i try to use the program their is a error "The RCP server is unavaible".
how do i fix this problem?

Unfortunately you may administrate remote computers in Windows Professional edition for XP and Windows Business edition for Vista. In Home edition remote administration is disabled.

Unfortunately they will not work.
Because these options are available only in Professional version, or Business.
